1st Phase
Open a picture of any motion moment in Photoshop.
2nd Phase
Duplicate the layer using Layers Tab. Apply the effect Filter > Blur > Radial Blur on duplicate layer with following settings:
You will get something like this:
3rd Phase
Just remove a central piece of duplicate layer using small brush, let's say “Soft Round 30 pixels”, and arrange luminosity and contrast of the layers.
As a result you get dynamic motion picture without using any animation tools.
