Choose a photo and open it in Photoshop:

Select an iris

Create a new layer and fill the selection with green colour.

Use Eraser Tool to erase the pupil center.

Apply the edge diffusion to the layer using Blur Tool.

And then apply Color Dodge effect to the layer and set layer opacity to 28%. Repeat the same actions for the second eye.

Enjoy the result!
